Well actually they already have. The late Charles Church commissioned several 'all new' Spitfire airframes. They were latterly cloaked within an RAF provenance for convenience. In my view the future investment value was of little interest to the programme at that time.
There is no cost saving building new rather than restoring. Indeed the best advice has always been that the cheapest route to owning/flying a Spitfire is buy an airworthy example.
