A few random thoughts in reaction to your discussion:
Included in those F-1 costs is a lot of R&D that could be avoided if original engineering is available.
The tolerances and metalurgy to recreate a Merlin or DB are to a lower standard than F-1 by quite a margin.
There are currently Bugatti and other engine blocks, heads and other parts being made to order by specialist suppliers to the vintage automobile racing hobby in the UK.
So, clearly the technology and capability exists today. What is missing is a big enough market or a guy with deep enough pockets!
