My reference is conditions in Sweden. As far as I know, regulations on these matters imposed by the Swedish CAA are based on what has been regulated by the manufacturer or the CAA in the country of origin. E.g. we don?t do our own type tests of a new type, if it?s a Piper or Cessna this is carried out in the USA by the FAA and our CAA accept these type tests as their own.
Our aircraft have a log book where flights (number of landings and hours), maintenance and overhauls are recorded. Pilots also record any malfunction and the mechanic records its rectification.
The airframe, engine(s) and propeller(s) each have a modification and repair log where maintenance and overhauls are recorded.
In addition to that a number of minor components, however important for the airworthiness, have component cards where the details are recorded, such as date of overhaul, date and airframe time when fitted to the aircraft and date and airframe time when removed for overhaul.
These component cards are issued for magnetos (limit on hours), altimeter(s), air speed indicator(s) (instruments biannual) and if the aircraft is equipped for IFR, the vaccuum pump (limit on hours). It?s possible/probable that there are other components issued with a component card but those mentioned are from memory.
It makes sense to me to have a time limit based on experience, after a certain number of hours the probability of malfunction increases and it?s better to overhaul the component than getting into trouble.
It?s also possible that us Swedes are overdoing it, we have a tendency for that!?
