I won't say that you are overdoing it, only that some of the European (JAR?) requirements are much stricter than the US requirements. They are closer to commercial airline requirements as far as part traceablility is concerned.
In the US, anyone with an FAA Powerplant license can overhaul and certify an engine (one without an internal supercharger or a helical propeller reduction). I believe that in Europe, engines can only be overhauled by certified repair stations.
Please correct me if I am mistaken. I am not too familiar with the European requirements. I only know that general aviation aircraft shipped to Europe frequently have certification problems because of US legal engine overhauls. This becomes problematic for obsolete engine types without current factory support!
