Unless you suspect that remains are present, I would deal with the property owner only. You said that these aircraft were purposely buried, so I would suspect not.

I think that Tony is referring to the "Superfund," which deals with ground contamination (toxic waste). Again, there is nothing against the law about digging on private property- unless a permit is required for some reason, but I can't imagine one would be if there were no property improvements being made. Last time I checked you are free in the US to dig up your own lawn if you want to.

I would not contact the Navy, I would not contact the EPA, I would not seek a permit. I would get the property owner's consent in writing and I would just dig. At most, I would contact a local general contractor and ask thier opinion about any local ordinances.
