Buried on private property, is a clear case of abandonment. However, the sticking point is the EOD still on the site. Therefore, I suggest getting in touch with the US Environmental "Superfine" project (just google) and the US army or Air Force, for an EOD team, to be present at the dig, you will also need an ATAF representative, and the local Sherrifs department. I believe the person with the most expertise here, is Karen :0)
If you contact USN over this, you WILL lose the aircraft...
