You don't need a license to possess .50 caliber ammo in the US (at least not yet). There may be a safety issue, but there ain't no law agin' it.

With the guns, there's no law against finding them, only possessing them. So I guess if you dig 'em up and rebury them, or just leave 'em there you're OK. If you take them home, the only illegal part is the right sideplate. Torch cut the receiver at the site and you should be OK as well.

Just because you dig up (or find) a machine gun, you aren't automatically a criminal. If I had a truck full of recovered machine guns though, I would drive VERY carefully to avoid getting pulled over for a traffic violation... Although driving carefully is kind of suspicious in California too... What, me paranoid????? But officer, I was delivering these machine guns I just found to the local BATF office, but they're closed on Sundays! :-)
