Just has to be insurance..

IWM - Is a museum and has an Insurance policy to cover the public
HFL - Is a private company in a hanger that it owns, and as such will need to supply its own insurance cover and this will be too expensive if they let any Tom, Dick or Harry in...

I would mount a web cam (for Internet visitors) and a TV camera (for Duxford visitors) though!
