I can never get to grips with this line. We heard it before when talking about the intact RAF heavy in a fjord in Norway, where the local authorities won't sanction the aircrafts recovery for exactly the same reason.
Don't these people realise that the aircraft won't stay structurally intact forever down there, and therefore there will eventually be leakage of fuel, oil and all sorts of other nasties? Surely it's best to raise them now, in carefully controlled conditions? Can't they see that?
