A favorite pastime of politicians is to do nothing. There is seldom political risk in that.
When the oil tank/fuel tank breaks open and contaminates the reservior, the politicians can spring into action to save everyone by heroically funding clean-up efforts using your tax dollars.
In fact, it is better for their career for a disaster to occur so that they can get publicity saving you after the fact. If a disaster is prevented, who would hear about it? What news organization would report that a reservoir was saved from the possibility of future contamination by a forward thinking politician? There would be no drama in it, it would not sell papers!
