Lack of precision guided weapons to hit heavily fortified and hard to hit targets. A problem that plagued US tactical air force units until near the end of the Vietnam War. The USAAF and the RAF did heavily bomb the beachhead (actually all along the coast to mask the site of the actual invasion) but were generally unable to penetrate the fortifications. Much the same with the U-Boat pens until late in the war when the "blockbuster" type bombs were introduced.
