As far as I know the RAFM has nothing to do with Elliot's project of bringing back a Whitley from the dead (or do they Elliott?). The Stirling project is also entirely the result of a few dedicated enthusiasts who would want to see an example of the Stirling.
So with no funding needed by the RAFM for half a Whitley, they can use the full budget to restore both sides of the Hampden completely (very simply put, I know).
This should not be taken as a stab in the back of the RAFM however, which I consider to be the holy shrine of RAF-history, but that doesn't mean one has to agree with everything they do.
