It does exsist, I've seen such machines create cylinder heads and carbs for motor cycles. Probably quite expensive though.

Probably, I saw video of a cylinder head cut from a solid block of alluminum. I don't know what programming is involved but it is probably quite extensive.

Probably but as I understand it, machined aluminum parts are stronger than cast one anyways.
