Interesting question Simon. Part of the brief of Duxford was that organisations based there would have their aircraft on static display when not in use as a means of justifying their occupancy. This has now changed slightly
with the erection of the HFL hanger. My personnal opinion is that the hanger was erected 'airside' to allow easy access to the flightline but in doing so it has been placed so close to the runway threshold that public access would command a substantial premium for insurance.
Another point on the issue is that HFL will increasingly handle Spitfire's which have suffered mishaps unfortunately that seems to be an unescapable aspect of the increasing numbers that are taking to the air. An example of this could be PV202 - how many people would really like to see her at the start of her rebuild ? - I feel not many.
