Hi in Australia quite a few years ago a Mig15 UTI was lost near Canberra due to control issues and the bang seats were not armed - following an investigation I believe all Migs in Australia can carry live seats - yes they were fitted. Most jet Warbirds here have live seats, certainly the Mig21 which used to fly out of Williamtown had live seats. I don't know if ejection seat activation is compulsory but I certainly would recommend it - it has risks but the alternative is a lot worse!!
