Quite a few USAAF veterans who trained in A-31's and A-35's may beg to differ! To me it looks like we have an aircraft type that was designed in the U.S., built in the U.S., and was critical for the training of USAAF flight crews. Guessing that "an export attempt would fail" sounds like a recipe for failure itself.
