: It was a jurisdictional issue. Hess had attempted to "arrest" the aircraft under admiralty law that does not apply since the inland lake is not a navigatible waterway. The State of Maine owns the bottoms of all great ponds and all artifacts on them. Plans are underway to permenently entomb the wrecks and preserve them as British Commonwealth War Graves.
