Both.

From what I've read, there's plenty of competent shops that could make new parts, but nobody wants the liability.

The costs for tooling are quite expensive as well. I read an article quoting a well-known engine builder who was skeptical of the possibility of new engines because of the engineering and tooling costs.

That said though, I'm all in favor of it since it would continue to allow existing and new aircraft types to be resurrected either from wrecks or as replicas. New-build engines would also be alot safer in my opinion and could possibly incorporate some modern features without compromising their original appearance or sound.

Some new components are already being made when necessary, but not entire engine cores.
