Dick, I have quite a bit of info on the 23rd FG P-51Bs and Cs. They were standard olive drab over neutral gray. They blue/white rudder stripes would have been added after being 'gifted' to the Chinese, not by the 23rd FG. They had some pretty colorfull aircraft, Tex Hill's aircraft was particularly attractive.
