2 things may account for this.
1. No FAA Waiver
A working airport with commericial airliners, private aircraft, and airshow flights is not the ideal situation for formation flights.
2. Pilot Issues.
If the pilots have never flown formation with each other before, it's alomst a sure thing that neither one would ask or approve even if one did. I can tell you that the pilots that were in formation knew each other very well.
