That is true, but I know that our pilots were a bit concerned with formation work over any sort of densely populated area without waiver. I know that our ops limitations on the B-24 (experimental) require us to not fly over dense areas, and the formation was just another subject to get nervous on.

The other thing that may have contributed would have been the lack of proper F.A.S.T. cards for any pilots... which I believe everyone had anyhow.

That is true, anyone with an exemption letter on their plane is prohibited from formation flight when they are carrying persons for compensation. As a result, any formation work you did see had only crewmembers aboard. As a result any formation passes were at direct fuel or operation cost to either YAF or the owner not aided by ride revenue... both parties not overflowing with extra cash really prevented multiple formations. Thank your friendly aviation underwriters for the increase in operating cost!
