I-30 Polikarpov Sighting

The girlfriend was driving on I-30 east of Little Rock, Arkansas about ten minutes ago and pulled up beside a couple of grey haired gentlemen in a Ford F-150 pulling an I-16 on a trailer. It was green with the appropriate red star on the fuselage and tail, and was sporting a "White 45" on the fuselage. Any ide who this plane belongs to, and why it's on a trailer rather than airborne? I figure it's got to be Gerry Yagen or the CAF. I couldn't recall any other Rata owners in the USA.
