There are certainly Spitfires out there flying, and in process, that started with less than this.
You have to put this in the context of ownership by a large new well funded Aviation Training school. If it flies, this will not be a restoration, this will be a complete re-manufacture with presumably minimal time constraints. Along the way a lot of students will have been exposed to intersting engineering and the Aero Industry/Government will have funded it. Maybe however it will just be a source of parts for TE566 which was a mighty big crash and fireball.
That said, all Spitfires are potential flyers. Just some make more economic sense than others - at this time.
