They should have at least gotten all of their permissions and paperwork in order before starting with the salvage. Or perhaps there was a big miscommunication.
As far as war graves, would it be better to bring these men home (if possible) for a proper burial where they can be honored and mourned? If they have surviving family or descendants, perhaps they should have the final say in where any remains should be. Respect for the dead is important. Alot of effort and resources are expended to bring other remains home from mountaintops and jungles, so should others found underwater be treated differently?
Regarding the water pollution issue, I don't support the argument that leaving a wreck in place will protect the water supply. Corrosion will eventually take its toll and there's potential for the water to be contaminated with fuel or engine oil. The USS Arizona is rapidly deteriorating and could potentially spill its load of fuel oil into Pearl Harbour. So now the US National Park Service must find a way to prevent this. I think it's an issue of pay now or pay later.
