Some Central/South American countries and Far Eastern countries do:

Venezuala - egs YV-C401, YV-P219 - C = commercial, P = Private

El Salvador - egs YS-124C, Y-419P - same system if I recall.

Columbia - eg HK-2401 - sometimes suffixed with an X if I recall, dunno why - limited category? Might have bene other suffixes.

Korea - eg HL-2919

Japan eg JA-4108

Saudi sometimes uses nuumbers in personalised registrations, expecially biz-jets, eg HZ-DA1, DA2, etc.

China and Taiwan eg B-1828

Peru - eg OB-R1999 - there are Rs and other prefix/suffixes to their reg's, can't remember what/why.

Can't believe that the VP, VR series are Victoriana, but maybe you are right! Certainly all British dependencies and go back to the 20s - VP-KAA was the first aircraft on the Kenyan register and was a DH-60X which must take it back that far; still going strong at Shuttleworth!
