I think the reason is that there are more countries than letters, so some ingenuity was involved. It was mostly a "first come, first serve", so I went to Italy instead of Israel. The bunch of V registrations allotted to former British colonies might stand for Queen Victoria? The N for America makes more sense when read as "Number", particularly when followed by 123 rather than ABC as elsewhere.
By the way - who else besides USA and USSR (or descendants) uses numbers instead of letters for registrations? Gliders, microlights and so on do not count!
