When you must put an aircraft down with the gears up, you should always land on a concrete runway, because the bumps and the lumps on the grass will do more damage than the concrete who'll only grind down the parts that are in contact with it. I used to think that grass was the way to go, but no, I have been proven wrong.
Landing with unlocked gears is another matter altogether. You have to land and hope to stop quickly without any damage!
