I agree with everything you say. But do keep in mind that I have seen a number of ill-advised or ill-organised recovery turn into disaster. Also, I have seen at least one recovered Macchi self-destruct in the open air ... a pity, as it would have made a first class static and/or provided a legitimate identity for an airworthy re (new) build. No, I won't post names or places, but since those experiences I have come to believe that aircraft should only be recovered if and when there already is a solid restoration plan. Otherwise, I'd rather curse anonymous divers than have to shake hands with so-called recoverers over and over again. As you see, I am not such a nice guy either ...
