Know anyone working for the local police department?

Maybe they can scan using their FLIR (Forward Looking Infra-Red) system? Renting a turbine helicopter witht his eqipment would probably cost $1000+/hr...

Most common infra-red cameras (digital still or video) use a weak infra-red source that only works to 10-20 feet or so. Also, if the aircraft is too shaded, it may not really heat up much during the day rendering a weak signal.

I would talk to the local aviation branch of your police department or to the local television news helicopter guy. I'm sure they know the limitations of their equipment.
