.... that statement doesn't really make sense... I have never heard that their mandate is technology. Why would they have gone to the trouble of getting a B-24, or the North Star, or the Beaufighter... or any of the other aircraft they struggled so hard to get, and (in most cases - ie. not the Beaufighter) to restore. They would give their eye-teeth for a B-17... make no mistake about it. They just don't have the funds to recover one, and restore it!
