The aircraft is indeed on loan from NASM. It was confiscated from some drug smugglers in the late 80's, and transferred by the government to NASM. Not quite sure of the deal worked out by NWM with NASM, but I remember talking with one of the NWM officials about it back in '89. They had hoped to get it flying again, but were prohibited from doing so by NASM policy (the Boeing 307 being an aberration to that rule).
