new EEC laws? manufacturer responsible for disposal

Just to throw in a comment, there is a EEC law being discussed that manufacturers will be responsible for the disposal of anything they built.( environment freindly policy stuff )relevant goverments responsible if the company was no longer in existance.
The company i worked was a little worried, It appears it would apply to products of a company that you took over, I.E. like whatever chemicals are dumped below the site of a factory.
Could BAE and MBB etc start recovering a/c ?!?!
good old brussels ?!
