Are Japanese collectors somehow less questionable?

Not trying to start a ruckus, but I find your suggestions of legitimacy somewhat troubling. Perhaps I have misunderstood your meaning.

Anyone who breaks the law does so at their own peril. That being said, the laws in some countries (even some large ones) change daily or depend who you talk to.

There is probably more activity in Japan than you think, you just don't hear much because of the language (and writing) barrier. Japan is also a small and crowded country where private flying is discouraged, so an airworthy restoration (or aircraft in general) might be of limited value or of interest to very few.

Of course many Japanese citizens may have lived through the war years, and may not want to be reminded. Some cultures can be odd that way.
