Outside the boundaries of the United States the Navy's interest has been reported to drop off somewhat - but not considerably. Count on them to hold fast to their principles should they be challenged with the knowlege of an unapproved recovery. They stake their claim to all stricken Navy property worldwide. Should they find out about it, the recoverer would be begging to be made an example of. You'd stand no chance trying to import the plane back into the US, and I would think any country friendly with the US would quickly impound the aircraft as well.
I'm not the recovery expert, but I'm sure a couple of the other WIX regulars could offer up a detailed lowdown on what an aspiring recoverer might expect in any particular region of the world.
