My understanding was that it was bad weather that caused the aerial bombardment to be so ineffective.
If I remember rightly it was allied heavy bombers that were tasked with the aerial bombarment (especially at Omaha where it was most needed) and clould obscured the target. The bomb aimers held on to to bombs not wanting them to fall on our own troops or in the sea and bombed approximatly 3 miles inland.
This meant none of the German defences were damaged and there were no craters in the beach which would give our troops the cover they needed.
