Tony Agar obtained a few hundred Mosquito drawings through a contact at BAe some years ago for his restoration at YAM. The drawings had to be requested individually and were paper copies. I know it wasn't easy even for a guy like him to obtain the material. He said it used to be easier but BAe got stung when some guy restored an aircraft using one of their drawings which subsequently crashed - not sure what type.
MAM also have a good number of paper copies but I'm pretty sure they don't have the entire set which easily exceeds 10,000. I don't know of anyone who has obtained copies of the Microfilm.
I have great respect for the NASM who willingly offer microfilm copies at reasonable prices, even to non-US citizens like myself. Shame BAe can't establish a similar policy requiring the signing of an indemnification agreement. If this works in the US, surely it would work in the UK too?
The agreement does not stop you building "static non-flying restorations" like the Whirlwind you're discussing. Quote from agreement below:
"Documents and data are supplied in support of historical research. Historical research includes, among other endeavors, development of publishable scholarly and popular works, developing exhibitions, and building model aircraft, and historical, static non-flying restorations. NASM does not provide historical documents and data in support of construction of airworthy, human-carrying replicas of aircraft, nor does NASM support the Approved Type Certificate process"
