: the answer to all the questions depends on if it was lend/lease or bought by the other government..

if lend lease then the ownership still resides with the US government. ie the Navy or the Air Force.. therefore if you want clean title you need a release from that agency.. if you get the release THIS DOES NOT GIVE YOU THE PERMISION TO RECOVER THE AIRCRAFT. that permission can only be provided by the owner of the land it is on ie. private or government owned. in the case of AAF acft if you get the release from the Air Force and written permision from the land owner to recover, then it is yours.. the Navy on the other hand WILL NOT GIVE YOU THE RELEASE and therfore it is unrecoverable or at least you can not get title to the machine and they can take it if they find out...

if on the other hand, it was BOUGHT by the foreign govt, then the release has to come from that govt AND permision from the landowner, then it's yours regardless of it's origen ie. US Army/Navy acft.

each country is different and some will also require you to get an export clearance regaurdless of ownership for the acft to leave their country. this goes for either case...

this is the reader's digest version... it gets a lot more complicated...
