As far as I'm aware it was a mixture of both. They liscence built the DC-3 (I think) and some of their transports and bomber prototypes used ideas 'borrowed' from US designs. Their fighters on the other hand used technology developed in Japan as far as I know. When the Americans recovered crashed a/c from Pearl Harbor and the Aleutians they discovered just how advanced the aircraft were, with major use of lightening processes in the airframe, the only thing letting them down were the powerplants. Hope this vague ramble helps a little.
