I don't think anyone really knows, doubtful even Paul Allen. The guy is known as a collector par excellence, I'm not sure there is any great "masterplan" other than to own the artifacts.

I met with a person who was working directly for Allen on the airplane collection. He was looking for advice on flying a historic collection. Keeping the stuff flying seems to be an objective. I seem to recall the debate was whether or not to build some kind of Museum facility or run a giant itinerant airshow that toured the country. EMP in Seattle is though to be losing a ton of money so he's probably not too keen on building Museums right now...

I did catch a glimpse of the master plan collecting document they are working to (they are acquiring specific aircraft according to a specific plan). It was interesting - at least two WW2 "utterly classic warbirds" on there that they aim to acquire and fly.
