I've never been to Sri Lanka but it does sound a bit 3rd world-ish - perhaps 2 1/2 at best. However, as far as working with metal goes, they do have good skills. A Brit guy who had (may still have) a reasonable business restoring
Morris Minors (for international readers, that's a small car about equivalent to a VW Beetle) and selling parts for them, used to have some of his spares made in Sri Lanka. With this sort of capability there, it seems to me that wrecks will have been consumed yrs ago in the production of whatever for domestic consumption.
