I would think so, or at least reasonable fascimilies. The only problem is of course money. Certain engine types would be somewhat easier than others I would think. Probably the hardest single part would be the engine block as far as raw machining. The crank and camshafts would be difficult as well but there are several high performance racing companies that make them for automobiles that should be able to fabricate them, it's just a matter of scale I would think.
One other problem I can think of is the metalurgic qualities of various components.
I think it would be an interesting project for those with the required skills to start to create a library of components. Does such a library exsist at all (say at facilities like Square One)? It might be something that could be put together over time. Whats the general consensus of this idea?
As we have said before, with money, anything is possible.
