I think the focus on warbirds as threats is inherently a wrong one. Look at recent events, the most destructive strike commited by a non-military aircraft was committed by civilian airliners. I severely dount the Russians would be afraid of one or two B-52's flying in civilian hands, especially since they really aren't a threat without tanker support or bombs. If you want to consider them a threat because of fuel or makeshift bombs then I see the airliner based frieghters used by UPS or Federal Express to be a much bigger threat.
The point I'm trying to make is any vehicle can be used for terrorism and unless we nerf the world we can't stop it. We need to stop the terrorist themselves. As for the use of warbirds by foreign governments, when has it been truly difficult for a government to acquire military aircraft? Between the U.S.A, Russia, and China almost any government could acquire strike aircraft.
I know it sounds corny, but guns don't kill people, people kill people. And thats what we should focus on.
