Dear Peter;

I am not sure when the RCAF had started this practice but I noticed it on some photos of aircraft in early 1943. The reason was to ID HWE {Home War Establishment} aircraft from overseas aircraft. All HWE aircraft carried these bars of various colours mostly the same as the Sqd Codes. Hope this helps.
