This is the Fiscal Year (FY) number, which I believe is the year in which the aircraft is ordered and budgeted for by the USAF, but not neccessarily when it's built. So, for eample, if a large batch of C-130s was ordered in 1974 they'd all carry the FY number "74" followed by the aircraft's serial, even though the batch might not have been built until 1976.

I seem to recall that there also used to be - and presumably still is - a painted data panel on each aircraft (usually near the cockpit I think) which had more tech information about the aircraft, though I don't recall exactly what!
