Up front, let me say that I think this is a great idea.
But...
While I have no experience as a lobbyist, I am betting that a "grass roots" warbird political action group that doesn't have serious $$$ to back up the cause will have much success.
What reason would a Congressman have to listen to a warbird PAC's opinion? Does it affect his voters? (not likely). Does it affect his pocketbook? (not likely).
Even groups like EAA and AOPA have limited success simply speaking the cause for General Aviation, and they have many years of experience and much larger bankrolls than most of us have.
So....
...for there to be any measure of success, this group would need a benefactor who is very friendly to the warbird movement and has $$$ to back it up. It would also need another individual who understands the lobbying process to make sure the right methods are used to get the group's message across.
