It's probably one of Central MO State's planes, donated to their aviation department (maybe by the Air National Guard). Over the years they have had quite a collection of derelict aircraft at Warrensburg for the students to wrench on (A Beech-18 next to the highway comes to mind).

I live in Lee's Summit and used to drive by the airport on a regular basis, but that was several years ago.
