Canada getting tough on ex military parts

The Gov't is trying to crack down heavily on museums and collections over importing and exporting old military parts. My curator is away for a week but he knows all the gen on this. Apparently there was some concern over sending that canopy to Jos Cees as the new rules coming into effect state that you need all kinds of paaperwprk with it including manufactures serial numbers and all that. I think it is a joke quite honestly unless you are trying to import weapons such as aircraft machin guns etc then whats the big deal over old non servicable vintage aircraft and their parts?
The people theyneed to crack down on are guys buying used F18s off of ebay etc ! LL
