The San Diego Air & Space Museum has in it's files, a very large collection of documents from the Ryan Company and others associated with Ryan. I don't know if they have copies of the plans, but seems possible.

Another place to check, would be the Smithsonian, since I understand they have copies of some, but not all, aircraft manufacturer's plans.
