International Treaty?

I am told that in recent years the various beligerent nations of WW2 signed a treaty that effectively ensured the return to the countries of origin (including Germany, Japan and Italy) any war material/material - as well as plundered art treasures and valuables - that might subsequently be discovered or be lodged within the territories of signatory nations. If true, any such treaty could, for example, turn on its head the MOD's claim that German aircraft wrecks in the UK are "captured enemy property that has been surrendered to the Crown" - although I suspect that any such treaty or declaration of intent would still need to be ratified by each sovereign country's government? Whatever, I'd like to get to the bottom of this treaty - what is it, when was it signed, what does it cover, what is it called and where can one see it??
