The ship indeed appears to be going in reverse (you can see the bow wave at the stern.
The stern appears to be full (possibly ready to launch a strike).
My guess is that the Avenger coming aboard is making an emergency landing. With the stern full it would be difficult to arrange a stern landing, especially if time was a factor.
It definately is unusual.
